Extra set of lamps with dipped beams - lagal or not?

Help to resolve office discussion gents - simple question - friend of mine wants to add a set of halogen lamps (kind of old mini or audi quattro style - on front grille) to his car and wire it to come on with dipped beams for his journey to south of France.
I always throught additional driving spot lights are allowed only with main beam, but he reckons it's perfectly legal as long as spot lights are E approved and beam is not longer than dipped beam. He also reckons that there were factory produced cars with quad dipped beams, although he cannot name any.

Extra driving lamps ARE only legal when wired to the main beam. At no times is it legal to have aux lights on (fog lights not included) without full beam being on (Or so i heard from a bloke that got a FPN for driving with them wired to dipped)

But hey, let him wire them to dipped beam and laugh when he gets a FPN!!
