Animated avatar from avi movie?

Anyone got an idea on how i would go about converting a piece of movie from an avi file into an animated gif avatar for forum use?

Im not talking a long piece of film, im actually wanting to use a bit from an anime episode. I just want a short action scene.

So any ideas on the basic procedure would be greatly appriciated
