The reason for the 'leet watercooling brigade' dissing out of the box cpu watercoolers is they are generally no better than a good, but cheaper, air cooler.
A good watercooler will get you near silent running for std rigs and potential huge overclocks if you get the right set-up.

No don't stick with air cooling if you want a silent PC, on stock settings my PC is totally silent, so much so it makes less noise than my PS2.

It would seem that you have intel speed step set to 'on', go into bios at boot and disable. Take mem off auto so that you can set your memory speed. Go into 'chipset' -> 'northbridge' and set your ram to manual settings and change to 4.4.4.15. up your memory voltage to 2.1ish.
