As soon as they keep blowing a fuse, you know the PSU has had it, I'd RMA it or if it's out of warranty I'd chuck it personally.

Couldn't you just run an ethernet cable to your router until you've finished installing and then download the driver?

Try the onboard, if you aren't happy with it, then install your pci-e one and use that.

Depending on the specs, just try and boot on minimal things, ie remove the gpu and use onboard graphics, one stick of ram, one hard drive etc. Also depending on what spares you have to prove it with

I'd just fit the 3080 and see if you're happy with your system! I'd be surprised if you're not tbh, just enjoy playing it then :)

I take it ram speeds makes much more difference now then? I know it was always negligible.

How did you install it if it's saying your machine isn't up to spec? If you create a bootable usb using the windows 11 media creation tool and do it as a custom install. I'd personally start again and just update everything through windows updates.
