7800x3D is rated 125w TDP.
Phantom Spirit 120 SE has 7x 6mm heatpipes.
Frost Commander 140 has 5x 8mm heatpipes.
Both cool neck and neck at loads up to and over 200w.
Either one will cool your 7800x3D very well.

I've been using Thermalright TF8 on 2 systems I built 2-3 years ago. Still working great.
As others have said, all the top TIMS perform about the same (within 2c of each other). What makes more difference is how good the mounting seat is. The better the seat the better, the heat transfer...
AIO add potential for more problems / failures than air cooling, and in many if not most builds air coolers cool just as good if not better with no failures for less money.
Big part of reason so many users don't report AIO failures us because their systems don't run as many hours and/or are...
Heatpipe coolers don't get hot. The hottest area is about middle of finpack where the vapor is condensing into wicking on inside of heatpipe. Then the liquid wicks to cooler base on CPU where it boils into vapor and move thru heat into fins and condenses again into wick.
Thermal pads usually...
I've found mounting fan to pull air away from cooler instead of pushing air in usually gives lower temps. Reason is pushing air into cooler turns out on mobo and up on RAM / GPU, then gest drawn back into cooler fan. With fan pulling air away from cooler air flow over mobo into cooler, up and...
I would get Thermalright Peerless Assassin 120 SE.
Peerless Assassin 120 SE is far superior to Hyper 212 Evo.
Peerless Assassin 120 SE has 6x 6mm heatpipes in twin towers with dual fans for similar price (maybe less than) Hyper 212 Evo.
Hyper 212 Evo has 4x 6mm heatpipes in single tower with...
Indeed!
Our cases flow the exact same amount of air thru intake vents as thru exhaust vents. Sure, air does compress and expand. Phanteks T30 fans make 7.22mm H2O at full speed, dropping down to 3.3mm H2O at 2000rpm and only 1.27mm H2O at 1200rpm.
For comparison as to how little pressure...
Another for filtered intake vents with no filters on exhaust vents, unless you notice dust on them and on inside of case around them. Dust collecting in case near exhaust vents is usually the result of vents flowing air in instead of out. ;)
Your AK120 SE is not as high wattage cooler as PA120 series, but it's still more than enough for your CPU. It's a great little cooler for very low cost! Your AK120 SE is 46+25(fan)x120x148mm with 5x 6mm heatpipes compared to PA120 SE being 110+25(front fan)x1205x157mm with 6x 6mm heatpipes...
What Mr Evil said. Wire color in many Asian product means nothing. Same probably applies to 3rd world / Indian / African / South American manufactures.
That makes sense.
Frost Spirit is L121 mm x W140 mm x H158 mm w/ 4x 8mm heatpipes.
I prefer
Frost Commander; same W121 mm x W140 mm xH158 mm size but 2/ 5x 8mm heatpipes.
All are very good coolers slight differences in cooling ability, noise level and price.
