If you're definitely wanting to go turrets, you need to put 30 of your trait points into the inventions line, and get the major traits that buff turrets. When you get to level 30, I'd also use the Supply Crate elite skill, as that drops 3 turrets. No matter how you spec you will always be...

I've played an engineer specced into condition damage with dual pistols, and it has been a lot of fun all the way through (I'm level 79, should be 80 tomorrow). Maybe try ditching the turrets or if you don't want to do that try another class.
