Have you tried using a user.cfg file? If so, the main one is to use renderdevice.renderaheadlimit 0. This helped me a lot. Also the biggest fiend of microstutter is having battlelog open in you browser, close all browser windows and see if that helps.

Try flashing your BIOS. It worked for me. Also close your internet browser and see if that helps. P.s. There is a detailed guide on flashing the 7990 BIOS in the GPU section.

Hold on now. You first said that it was stuttering with Xfire. Then you said it's perfect with Xfire disabled, but the FPS is lower than a 670?? XFire needs to be off in graphically weak games like CS, Fifa etc. No way a 670 beats a 7970 in any game, especially CS:GO

Tbh your CPU (IMHO) will definitely hold back your GPU from reaching it's potential and considering how much your willing to spend on a card it seems a waste atm. Ideally you want your CPU to be more powerful than your GPU in all situations, but this can be a matter of opinion at the end of the day.

The 7990 HAS to be the top/main card. I am running a 7990 and 7970 and it won't work unless the 7990 is the main card.

At that res I'd be looking at upgrading the CPU either with or shortly after you upgrade the GPU, especially if you play demanding games. A 290x should give noticeably more FPS at that resolution than the 480's.
