Theres an applet called EmiFreq 0.18, can't remember if I got it from an Ubuntu forum link or through Synaptic. When you add it to the panel you can control the cpu speed manually or set it to Auto.

I am a long time Linux user and have tried many distros over the years, been with Ubuntu since 6.06 LTS came out in June, don't intend to look anywhere else for the forseeable future as it ticks all my boxes.

HP and IBM/Lenovo are safe bets.
