Yes, but there are an infinite number of nines after the decimal point, so there will be no 1. You're basically trying to say "0.9r1" and we've been over this loads of times, only with different values (with 0.9r*5=0.9r5, for example) This falls down for the same reason that 0.9r1 is invalid...
