I took some HDD's, CPU's, and Memory in static bags just two weeks ago through Edinburgh airport. I just had to identify each part when they pointed at them (inside my bag), and then they bomb-swabbed em. I dunno what that damn swab does anyway.

Some manufacturers release a 2nd "cut-down" version of their cards later on, for example, lesser components and less power phases. TUL does this, I don't know if Sapphire does. That might be an explanation.
I think the scenario is only unlikely here in the UK. Imagine other countries, if you transport your PC or store the product in your car during winter for longer than 30min, the temperature will be well below -10. (parking etc.).. So if the plastic cracks or whatever else happens at that temp...
Overclock.net has tested that the G3258 bottlenecks a 970 / R9 290 pretty badly. That basically means that you're stuck with a lower-end GPU with that CPU. Farcry 4 is a very demanding game, so you you'd be stuck to low settings with that CPU on it, even if your GPU can do it.
The game went to closed beta today, used to be a technical alpha.
No real difference except for a new map + a new hero, Thrall.. who is ridiculously overpowered at the moment.
