The 27GP95RP is essentially a 27HP950 but without the RGB on the back, you will find reviews on that.

So ordering a car and signing up to the tariff while you wait is not fraud. If you cancel the order in a years time, then remove from the tariff. Nothing wrong with that. They control if you can go on the tariff, not you.

I want the EV to get power upto 06:30 so it can do some preconditioning in the winter closer to when it will be used.

The cheap rates have always been around and always will. Suppliers need the balance the supply and demand at all times, that is why electric is cheap over night when demand is low. EDF off peak night rate is 4.5p but their gas prices are really high.
