Sure with the name scheme but it is a jump from 28nm to 14nm so it should be outperforming the 970 and 390 but hopefully as the drivers mature it'll pull ahead and in the future gain on the 1070.
The fans it comes with should be enough though might be on the loud side though it does come with a fan controller. As for GPU maybe look around for a cheap 980 or wait for the 1060 and see how that affects prices.
You'll be able to get much better performance going for used components. You can pick up a i5 2400 off ebay for around £50 and then a cheap 1155 board will do the trick and perform much better.
Personally I'd spend a bit extra on the SSD as I haven't heard much good from Kingston SSDs like the https://www.overclockers.co.uk/samsung-250gb-750-evo-ssd-2.5-sata-6gbps-solid-state-drive-hd-224-sa.html and apart from that can see nothing to complain about.
