The Radeon VII is glorious, I have no idea why so many reviews have complained about the noise. Under normal gaming use, mines has been very quiet. I'm thrilled, it seems to perform 20-30% faster than my Red Devil Vega 64, looks amazing too...

An interesting review that compares the Radeon 7 to the 2080. The frame timings against the 2080 he noted was particularly interesting. In extension, the Radeon VII might be a good VR card since frame timings tend to be quite important there. :)
From looking at the reviews, I get the impression that the hardware is awesome and the reviewer drivers *suck*. However, very good promising UV figures from computerbase.de's review. I'll be interested whether anyone has tried the Radeon VII 19.2.1 drivers yet...
The Red Devil has a silent bios which runs everything at a nice and quiet 2000 rpm. The Sapphire is meant to be a better card, but the Red Devil is definitely a great buy at the current 450 price.
You are absolutely right, it sits around 1460 - 1532. More tinkering needed. :)
Edit: After a number of hours benching higher volts to obtain higher clocks, the trade off does not seem worth it. Gets much hotter, and clocks down under sustained load. Definitely happy with my settings.
