    After remounting the cooler, and obviously applying fresh thermal paste, the temps have improved massively. It must just have been a bad mount before, but I still believe that it is a poor mounting system.

    Using the washers that are intended for the fan screws does fix the issue of it being able to move, but i'm not sure if this makes the cooler sit away from the cpu. i'll have to test it.
