Check your service charge statement for details. It may be that the money is sitting in a pot unused. It could be anything, you'll need to contact the service charge company to confirm.

the rent portion that you pay is part subsidised by the government to the housing association.
For example, if you were renting the flat and it cost £1000 to rent per month. Owning 25% of the flat does not mean you pay rent of £750 for the other 75% you don't own...
