    It might be running ram training every time (I've had this problem before). I think I managed to resolve it by reading off the ram timings in cpu-z and then hard coding them in to the bios.

    Frustratingly there isn't one built in to Windows. Sometimes your sound driver may come with an equaliser, it depends on the device (for example realtek have an equaliser, but it is only enabled on some chips/ tiers). Equaliser ADO is meant to be good, although I haven't used it myself.
