Can I ask why they would give you an option of a refurbished card? Surely it's either the choice of returning it to wherever you bought it from and either getting a refund/new card, or sending it to the manufacturer to see if it can be repaired

The reason you can't see any prices is because as of late there is no gpus for sale anywhere. Unfortunately this is not expected to improve for the next 1.6 years until the chip shortage is over and manufacturing can pick up
PCIe gen 4.0 isn't really needed for the latest generation of 3000 series cards, but if you're adamant then the brand I'd recommend is Linkup. Their 4.0 risers often go on sale
Normally I never have an old system as I use the old one to fund the new one! As of right now as long as your PC isn't massively outdated then I'd suggest you try and sell it as the market value of most computer components (specifically GPUs) has skyrocketed
At this pricepoint 4k would be an option if you could actually buy 3060 Tis or 3070s, but for now the worldwide gpu shortage is going to cause some issues for you. First step I'd say is try and get a gpu, if you can then get a 30 series (don't overpay massively)
For keeping the patterns in sync there is no other option than to buy all the same brand and model of fans to ensure they are all using the same software. Each brand has a different software
