Assuming she can access other websites I would say it's most likely a DNS issue. Has she changed web hosts recently? Try restarting the router and see if it works afterwards. If it still doesn't work, try using the PING command from the cmd line and see if the IP address that her computer is...

I'd tone down the grass a bit personally as it draws the eye away from the content-area. Also the wide stroke on the grass looks a bit out of place. Other than that, it's a bit hard to tell until there's some lorem ipsum!
