What kind of board power draw are you guys seeing in GPU-Z when running 3D mark test (the normal one) and what kind of graphics score.
Mine topped out at 430W and a score of 31475. Running stock everything. I was expecting to see 450W in a benchmark but i am worried my PSU is holding it back maybe.

Hi you biggest problems are the single core cpu and 2GB of memory.
BC2 loves and i means loves quad core cpu's and lot of memory. While the 6600GT wouldn't be helping its not the "main" issue as i see it.
If im been brutally honest though i think you need to look at scapping your PC as it is...

TO start with QOS will not resolve your situation. QOS prioritses certain packets flowing through a router over other traffic. I.e. Game traffic over web browsing traffic.
What your trying to achieve by the sounds of things is do traffic shaping. Traffic would not to 25% if all they were...
