Is graphics mode locked at 30fps despite what resolution you play at? Like if I play at 1440p will graphics mode run at 60fps?

This looks more Fallout than Elder Scrolls to me. I've never been a lover of Fallout, but I absolutely adore Elder Scrolls. I think it's the fantasy lore and the intimate nature of Elder Scrolls, like sword/shield instead of guns/tech etc. That being said, I will play this game when it arrives.
