Have you checked the ball valve that sits next to the pump? That's the sort of thing that would normally gum up and break it.

Mechanically it had some issues but very little rust which is damn good for a 34 year old British Leyland car. Did absolutely nothing to the exterior except a quick t-cut and polish ;)

Have to recommend them though, I've had great fun getting this one on the road and am already looking for a project sprint.
As was said above, renting a garage easily cures the space problem if that is an issue.
