Suggested reseating GRX and RAM to be sure. If CPU fan is running too slow, then try plugging the CPU fan into a case fan header and plus a little 60 or 80 mm fan into the CPU. If that fixes it, suggest you have a 120 mm fan on the CPU cooler and it's dying with age, not running fast enough...
