I think only in the most general terms, bearing in mind it's a keynote to a large consumer audience.
Most of the juicy detail people like us are interested in I suspect would be in briefings, presentations or interviews in the hours and days after the keynote.

Ultimately this is the *Consumer* Electronics Show. They're not going to pitch up and talk about data centre or anything else, except perhaps in passing. They're going to talk about products, because that's what you talk to consumers about.

Wasn't the case when I swapped my mobo, and that was on the old "hardware locked" policy before they changed how activation was handled. My Win 10 was a free upgrade, which was from an OEM Win 7. IIRC I just emailed activation team and they issued a new key. Maybe the free upgrade from Win 7...
Page 26 of the doc you link covers it. Turns off four cores on a 2700X and "constrains memory access". Easy to miss from Intel's doc, good spot from DM and makes the whole thing even shoddier than it was before, if that's even possible.
It would be my choice if I were buying now, lovely board.
ASRock don't have the same pedigree as the other board vendors when it comes to higher-end stuff maybe?
