Another option to look at is to get a old hard drive and just put a copy of windows on it and see if it still does it. That way you can keep your data on the original drive and then have a clean copy of windows to play around with. If it still does it with that then you know it isn't the windows...
Try booting up and hitting F8 and choosing Enable VGA mode. If you are still getting the flickering then you know it isnt the driver since VGA mode uses the default driver aka safe mode. btw does it do this in safe mode or in the bios?

Strip it down to the power supply, board, cpu and fan and see if you can get it to give any error beeps. It should error beep syaing there is no RAM in the machine. If it does, slowly add each component back in until it fails.
