Always been a myth. AMD just do a better job at marketing their driver gains by giving some of their releases special names.
Both AMD and nvidia have games where they perform abnormally poorly, which they fix over time.

PSU manufacturers often build that side to accommodate cables which split into 2 x PCIE 8 pin from a single connection. Or in your case using 2 of them into a 600W 12vhpwr connector. It won't be a standard PCI-E...
They split into 2 x PCIE on the other end though. They dont try and push 300W through one connection.
An EPS 8 pin for example does support 300W. So it is possible on the PSU side using a custom pin out (or even just EPS). Or in the OPs case a 12vhpwr connection.

Looking at the leads, it looks suspiciously like a 3 x 8 pin to 12 pin. Looks like you plug in 3 x 8 pin.
And you trust a cable where the manufacturer isn't even willing to put their name against it? A 450W cable MODDIY are selling sourced from a random in China.
edit: Just noticed they've called it 600W. An 8 pin PCI-E cable only officially supports 150W.
DirectX RT works pretty well. It also uses whatever hardware features are available to accelerate work.
This might mean that whatever models a developer uses for machine learning based upscaling, it would end up being cross compatible. Might force AMD to put some TPUs or NPUs in their graphics...

If you have an Xbox Series X or PS5, use one of their cables as a test.
Just use another monitor and use any old cheap HDMI cable. Don't need a £50 cable. This will rule out the card, or suggest it is the problem.
Glitches you observe is usually RF interference, if it isn't a bad card. A poorly shielded cable can cause that.
