Try and trace back to when you had this issue.
Maybe some windows/software patches?
Network changes?
Could try a boot loging by pressing f8 before xp loads and select Enable Boot Logging, then check the log under your c:\windows folder called Ntbtlog.txt
are you running the latest version of ultravnc?
test the port is forwarded corrected http://www.canyouseeme.org/
outgoing connections should be ok, tho could have blocked it
if all else fails give logmein a go, saves all the hassle of port forwarding and firewall configuration
any port you like, can be changed in the config menu, then in the viewer just type in <ip>:<port number>. then make sure you have configured your router to forward the port to you pc
Start > Run/Search > type in regedit
Be careful when doing anything in the registry, create a system restore first.
I would suggest you run malwarebytes first, as it should detect and fix it.
Start > Control Panel > System and Security > System > Advanced > Startup and Recovery > Settings > uncheck Automatically restart.
Use Microsoft Windows Debugger to view the dump files or if you can upload them here and i'll take a look.
