I'm sure a lot of people could do it but I doubt they'd ever allow it - the ONT is the future master socket for all services so Openreach would prefer a delayed install over a botched one.

If someone makes a ridiculously low offer '4 a quick sale', I just ignore it since engaging with them would be a waste of everyone's time. I assume they have a search term for a particular item and send the same offer to everyone.
Factory reset the hub and make sure the network settings in Windows (obtain IP address, etc.) are on automatic. This should flush out any configuration problems.
