Mines is like that but I have a “lights” at the top which can switch off the whole home. You could group lights for the purposes of controlling them all on or off , as well as the individual controls you have in the picture above.
is it something to do with adding them to rooms?
The reason I ask is that at the top of my home app it has "climate | lights | speakers & tv"

It could well be the homepod os update thats "broken" this - I have it on auto update which I think im now regretting.
I updated my iphone this morning in case it was a mismatch of os versions - didnt make any difference.

My homepod mini doesn't seem to functioning properly today.
I have two lights and two plugs controlled by the homepod.
Both lights are set up through the hue app and hue bridge.
Both plugs are set up directly in the home app.
Homepod is on os 17.3. My iphone is on ios...
I would highly recommend you do it. I was in the same position with my work a few years ago and got the whole family covered. Low and behold my wife had gallstones (she thought she was dying) last year and it was sorted through Bupa super quick. The wait on the NHS was going to be horrendous...
