No. The card will run at the lower of the multiplier the slot or card supports at the gen of the card. So pcie 2.0 4x in your case. This is enough for a single 10gbit port but not two port cards.

They said that to me, but when I said I needed to fit a noctua thin than, they suddenly had them. You have to max sure you ask for the x25 ones, if you ask for the x15 super thin fans they will not help you, you can bend them to make them work with the x15 ones, although annoying.

You have to email noctua for slim fan clips, they will gladly send you them from Austria, postage free if you attach your invoice for the cooler.

I think they are underestimating. Resolution/Frame rate stopped scaling in a linear fashion a good 10 years ago generally speaking and that has only become more true in recent years. There are overheads that aren't related to resolution that are more apparent than you might think.
