I had the exact same issue with my 5950X and Noctua just after the CPU launched, and reached out on twitter. Robert Hallock pointed me in the same direction. Removed the RGB stuff, and issues resolved.

I've not issues with my Noctua D15s; but if you want an AIO better look up a few reviews. I dropped my Corsair H110i for the Noctua it was cooler and quieter.

That measly 3% could be it. I had iCloud Drive syncing work files, and using 2%, but the cores voltages were boosted. As Robert Hallock says, it was something in the back. They only recommend Balanced mode for Ryzen 5000 My idling temps here on Balanced mode.

Check background apps, some keep the cores boosted.
