I had the exact same issue with my 5950X and Noctua just after the CPU launched, and reached out on twitter. Robert Hallock pointed me in the same direction. Removed the RGB stuff, and issues resolved.

The only reproduction box is the 6000 based on photos from an old press sample; and the 5000 based on old adverts in magazines.
The 5800 was only a planned prototype, and the 6000 never had a comercial box.

I've seen empty damaged boxes, and ones with sales stickers on them going for €200+ lately.
They've apparently suspended all EU shipping for now. Likely because they weren't registered for VAT in those countries; since they only charged UK VAT.
Hopefully they'll get that sorted soon, so we can order at Irish VAT, and not have to pay import VAT and handling fees.

Oh sorted then! Much better than the Corsair I had. I know the Enermax Liqtech ii 360mm is absolute trash. Barely better than a Noctua U12A single tower.
I've not issues with my Noctua D15s; but if you want an AIO better look up a few reviews. I dropped my Corsair H110i for the Noctua it was cooler and quieter.
Honestly instead of getting a new cooler, maybe swap out the fans with the new Noctua AF12 ones that are on the U12A?
Also i found once iCloud Drive was done syncing everything to the new system, my cores went into sleep correctly. Could just be your OneDrive is working; but also make sure you...
That measly 3% could be it. I had iCloud Drive syncing work files, and using 2%, but the cores voltages were boosted.
As Robert Hallock says, it was something in the back. They only recommend Balanced mode for Ryzen 5000
