You would normally use wireless APs. You could run two cables. On the second one install a WiFi AP (Access Point) for extended WiFi to upstairs. (This is what I do as well)

You won't need a patch panel if you just running the network points directly to the location of the pc. It's used for central networking.
Just google networking patch panels.
I did exactly what you are wanting to do. I ran two cables from downstairs > outside > upstairs to the centre of the house where I had a network cab in. I ran two cables as that's how many I required. If you are planning on running Gb and wanting this then run two while you are at it.
