I agree the best card is the one suited to the games he will be playing. The AMD cards are great value but it would be pointless if he will get better fps with a Nvidia one in those selected games. You can't go wrong with a 1060 6gb really even if it is a bit overpriced. Keep an eye on prices it...
I would never take an AMD card if he will be playing a lot of world of warcraft. It has notoriously favoured Nvidia cards since it was released. You lose a lot of performance and experience huge frame drops if you set the view distance high.
Not sure dropping a grand on a new build is worth it when the cpu you have is still decent and skylake is not that far away. Better getting a new graphics card and ssd as suggested above.

I can really rate the sniper especially the audio quality. There were afew niggles initially but it's rock solid now and the UK rma is reassuring if there was to be an issue.

The psu seems fine. It has only one PCI-e 6 Pin but it should power a 660 gtx or a 7850 with no problems at all. Both cards can run skyrim on ultra at 1080p but try get a 2gb one if you can. You could also consider a 650ti boost which is just slightly under a 660 in fps but abit cheaper.
