BTW, "CPU throttling" term points to thermal security process which undervolts and underclocks hot CPU to prevent its damage. You probably mean "CPU bottleneck" and it is what you can observe on CPU usage chart when reaching 100% (usually), whereas graphic card component easily is doing its job...
