I would suggest we reinstall the latest mobo chipset driver and must reboot PC once for the new driver to take effect.
System chipset controls the USB parts.
Seems to me all USB ports got shorted at the same time is not common unless the module that controlls the USB dies or the software...
When there is problem relate to the USBs, I always start with the search for the latest mobo chipset driver.
When installing the mobo chipset driver, we must reboot the PC for the new chipset driver to take effect.
Bios update may help as well.

With VGA only, we won't see any display for sure.
we need CPU and RAM.
use the mobo jumper to reset the Bios or remove the mobo battery for few minutes.
Use 1 RAM at a time on different RAM slot.
If there is onboard VGA, try that.

If the previous damaged PSU is the one that happened on the same computer, I would suggest we check the current PSU as well as the motherboard.
The previous short should have some damage done to the mobo or there should be potential problem with the power cirtuiry on the computer and causing...
Seems to me the problem could be the mainboard HDD controller problem.
try use other SATA connector on the PC if you are having the SATA HDD.

I used to seen Asus mainboard got its own Bios boot up OS for internet browsing called "Expressed Gate" os. We have to disable it in the Bios otherwise it is going to take 10 to 30seconds before the HDD boot to the Microsoft Windows.
Maybe you can check with your mobo and see if it comes with...
try check the Disc with old games and make sure the Disc is ok and no scratch.
Also use a bootable disc to test.

try reset the BIOS default and see if the BSOD fixed.
If not, press F8 key when PC boots and select the Last Known Good Configurations from the boot menu.

Check if there is any semi faulty capacitor on the Mobo.
Try reinstall the chipset driver for the mobo and must restart for the new chipset driver to take effect.

Check the switch right between the LCD and the laptop board above the KB.
Make sure the switch is not stuck.
Also check with the power setting in the control panel.
Some PCs may have the problem resume and show screen from the standby mode if the power setting is not configured probably...
Actually, I do not count on the software temp application at all.
Used to find my AMD CPU temp at 230 degree Celsius using the software and the computer runs ok.

Try reseat the CPU and see if there is screen display.
Use only 1 known good working RAM at a time to test.
Make sure the power connectors including the 4 pin for VGA also installed corrected.

Maybe it is time to clean the system dust and make sure the temperature won't get too high.
Try run some tests to see if the computer got some problems.
