One would assume it applies only to Crossfire setups, not setups with multiple cards for additional displays. Secondary would imply all non-primary cards, meaning 2nd, 3rd, 4th, etc. The low power state would presumably be ULPS, as that disables secondary cards in Crossfire when not in use.
