In the GC I think they use the actual stage time (down to tenths/hundredths of a second) from the riders concerned rather than rounding them down and giving them the same time. whoever has the fastest time gets the jersey. Think that makes sense

Pretty sure its because any bonus time accumulated during the stage is added to the GC standing and not to the stage result.
