Not too up to date with AIOs but ideally a 360/420mm. Artic Freezer III is good last I checked. You will need to check what your case can fit.
If you are set on the fanless route, a Streamcom FC8 or similar case would be a decent option. It uses the aluminium case as a giant heatsink.
The Pico-psu is also fanless, only downside is you will need an external power brick.

Not sure whats special about that bundle, TVB +2 is stock on asus boards and e-cores are 4.5ghz at stock. 5.9 all core is also stock on the p-cores with the KS.
Just realised you're using a DH15, even with 3k RPM fans cooling will still be an issue.
Problem with these CPU's is the TIM between the die and IHS. Delid and relid with liquid metal can reduce temperatures around 20 degrees, voids warranty though.

Your board should have AI OC. Just turn that on and xmp. Shouldn’t need to tweak anything else.
It gives you a cooler score too so will adjust accordingly.
Pick cases you like the look of and work from there imo.
4070 has a 200W TDP so won't be too difficult to cool.

If you want a quiet build make sure you pick the board carefully. A lot of them have fans for the VRM and they can be quite audible at ~6000rpm. Some let you control the fanspeed however.

80+ at 450W on an AIO is also concerning. What RPM are your radiator fans at ?
MSI have warranty stickers which void warranty in the UK so really no point doing it yourself.
