That sata cable is for powering fans from a sata power. I don't believe the h100i is designed to be ran at a lower than 100% rate and that is why it has no facility to do so. Are your fans too noisy or are you just concerned with pump noise?

Believe the sink hole is a standard size, if the pipe is 32mm then a 32mm kit should be fine.
