Seems like an issue with the IGP if the driver is not installing. I would be tempted to disable the IGP within BIOS after you install the discrete GPU, and see if the driver installs fine for that.
Or in cases where it doesn't (like my MSI X570 Tomahawk), you can get a replacement antenna that does. Only use it for bluetooth but having the antennas on top of the desk instead of behind the PC makes a big difference.

This. Had it happen again to me twice a couple of weeks ago. Usually a router restart fixes it, but if that doesn't turning off IPv6 (which you need to do in the web UI for the supplied Linksys router) will work.
There is one issue where having ambient mode (setting in the player) can make YouTube laggy in Firefox, but I don't think that affects the video buffer. Could try turn it off anyway and see if that could help.
