I think it's a bit of a grey area though as the majority of z490 motherboards will have the power limits disabled as stock. So most users who aren't even interested in overclocking will have their chips running this way.
Obviously the performance per watt ends up being poor VS AMD.

If you look at Hardware Unboxed game average it shows the 10900k only 1fps behind the 5950x at 1080p.
I think the biggest difference is if you are benchmarking with the intel power limits disabled or not.
I'd also consider the 10850k. Although looking at OCUK in particular the price has gone up. I manged to get mine for £400, but not the Avengers Edition (lol).

What is your vcore set to at the moment? Also do you have Multicore Enhancement enabled?
For reference my 10850 stock will boost to 4.8ghz on all cores 24/7 as the power limit is removed. However, default vcore was at 1.35v which is crazy! I have it manually set to 1.22v and fully stable...
I've managed to source elsewhere after using a Twitter stock update page.
So that's ones less down in the MSI Ventus queue for anyone above 400.

I paid £400 for a 10850k and have it overclocked a tiny bit extra to the 10900k stock speed. Looking at game averages that's on par or close to the 5950x, but significantly cheaper. At least when not limiting the TDP anyway.

I still think that makes a 10850k a good buy at half the price. Slight overclock and it will match a 10900k. Or even at stock the difference is negligible...
