For the price point it looks fine, parts are good quality and will be a good start. I would however recommend you get an SSD for the OS, it will make a huge difference.

How much storage space do you need? If it was me building this i would get the biggest SSD i could afford to begin with and then add a 1TB HDD in a month or two when i could afford it.

I know. However, pushing for a little more freedom on the spending, is the only way to give him something that will pay back even 5 or more years in the future.
I can easily build a system around a quad core processor but that will not be enough and in a year or two, the guy will be unhappy.
