agghh Mailto keeps loading Outlook

and I want it to be associated with Outlook Express

I'm using Windows XP and the default email client is Outlook Express anyone have any suggestion. ??

You are 100% certain that under the "programs" tab in IE settings, it has Outlook Express as the mail client?

Not that I understand why anyone would choose Outlook Express over Outlook.
