Ancient wiring and no NTE5 master socket. Possible to get fixed for free?

Is it possible to get Openreach to install a NTE5 master socket, and ideally replace line from pole or at least extend existing line so it terminates at master socket? If it’s not available for free what sort of cost looking at? And do you go via ISP (TalkTalk) to request this?

The issue with friends place is the telephone extension wiring is terrible, but even if I sorted that out it still has naff external wiring as line from pole doesn’t feed into property.

The BT line from the pole ends in a brown box just below the roof eaves, then some archaic black cable that looks like it has two separate cores due to indent running down the middle goes to an equally ancient screw fitting junction box inside the front door. The internal wires of the black cable aren't colour coded, and I’ve no idea on the type of metal. From the internal junction box aluminium core extension cable connects to a non-NTE5 socket with all the other extensions wired off the single connection point on the back.

You would need to ask your ISP who may be rather unwilling to help or book anything unless you either have a fault or are willing to pay. Unless it's changed its £99.88 call out and £64.63 per hour for a minimum of 1 hour.
