Anyone know of 'known issues' with AMD RX 580 cards?

Thinking of buying a non-working GPU, an XFX RX580 8GB that someone near me is selling. They haven't responded to my Qs about what exactly is 'non-working' about it, but they only want $60 so I'm wondering if there's any 'known issues' or easy repairs with these cards?

Anyone have any experience with them?

I don't, but you can get working ones for ~100 so I wouldn't think it's worth it.

Generally non working means it probably either doesn't turn on at all (could be anything at this point) or turns on but doesn't display anything.

Both are potentially fixable but realistically, unless you want something to actually mess around with, it makes more sense to just buy a working one for a little more.
