I watched a video of games tested on a 3600x Vs a 3900x. Difference in FPS was small, but CPU utilisation was huge. While the 3900x in most games were averaging 40% the 3600x was 70% and hitting 90% in some instances. Does that mean a 3600x is close to being bottlenecked when games get a bit more CPU demanding?

Not only the games but also Windows with its super cool processes which require more cores in order not to force the games to stutter.
