CPU only -

Swiftech Storm Rev2 - ~£50
Thermochill PA120.2 - ~£55 or perhaps PA160 for ~ £60 or 150mm heatercore for ~£25. I use a heatercore as they are much cheaper and are more effiecient than normal rads like 120.2's but the PA160 and generally the PA series from Thermochill are exceptional rads but still, the cost....
Swiftech MCP655 - ~£55

Tubing 1/2" ID (inner diametre)
Zerex Racing Super Coolant
Distilled (better) or deionised (just as good) water.
Jubilee clips/hose clamps
T connector piece if using a T-line instead of a reservoir or Swiftech Res Micro or similar.

That should all be in budget. This is pretty much top of the line - it will give you cooling pretty much as good as it gets on water. It's also probably overkill but if you then decide to add a graphics waterblock in there too, then it really comes into its own.
