Caterham have held the record in the past with a couple of varients of the JPE, then regained the record from the McLaren F1 LM with the R500. Ultima have held the record for a while now first with the GTR640 and now the GTR720 (yes thats 720 horsepower in a car weighing around 1000kg 
).
The twin bike engined Tiger wouldn't eligable for the record as it requires the run to completed with a road legal car (ie no slicks etc) and it is illegal to use two engines on the public highway.
