TBH this will never happen, as the global economy is based on oil . Too many vested interests to ensure this is a failure.

Given the small amounts of water involved here you'd probably have a system where the water vapour is recovered and stored. When you refuel with gas the water would also be drained and used to produce more gas. Once the technology has matured it could even be possible to carry your own electrolysis unit on board so that refuelling would involve nothing more than plugging your electrolysis unit into the mains overnight and letting it turn the water back into gas. Oh look the 'water powered' car has just turned into an electric car....

This reinforces my point that the water/gas is nothing more than an energy storage medium.
