Really not sure what I can add to such a story. Not only did the officials try to cast spells on colleagues, they expensed the wizard classes in which they 'learned' how to do this.

I don't think that's fair.

China is a massive contradiction. One one hand, they do have incredibly bright and capable engineers, scientists, etc. Some of the stuff they're doing/have done is right at the forefront of technology.

On the other hand, many, many Chinese - including the millennials and younger generations - still believe ingesting tiger penis will make you more fertile, or that rhino horn will cure your cold/cancer.
