Compatibility of DDR 3 Kingston Hyper X RAM

Little bit of help needed guys as I am not too clued up when it comes to RAM:

My friend owns the following 16GB ram:

HX316C9SR_8

He is looking to expand to 32GB but i am unsure whether either of the following two kits would be compatible.

HX316C10FB_8

HX313C9FB_8

https://www.kingston.com/dataSheets/HX313C9FB_8.pdf

My understanding is HX316C10FB_8 would be but the latency would need changing in bios.

Any advice would be appreciated. Difficult to find DDR3 ram nowadays at a reasonable price and he is set on buying new.
